Capacity Building Center for Tribes' National Study of Tribal Title IV-E Plan Development Grantees

The purposes of this mixed-methods study are to: 1) increase understanding of the decision-making processes that lead tribes to move toward operating a Direct Title IV-E program as well as the reasons that tribes do not pursue direct Title IV-E funding; 2) increase understanding of the experiences of tribes who have applied for and received a Direct Title IV-E Plan Development Grant; 3) build awareness of the ways in which direct Title IV-E funding is improving conditions for tribal children, families, and communities; and 4) make recommendations to the Children's Bureau based upon study findings on possible program modifications that would make direct Title IV-E funding more feasible, accessible, and manageable for tribes.
